Poor integrated communications are likely to be experienced as communications at sites of disaster are coordinated at central points. Too many supervisors will get information at different times and the same information will reach the rescuers at varied time intervals thus inefficiency in the mission.
The modular organization is subject to adjustment depending on new events that arise during rescue. Coordinating and realigning the increased number of supervisors is likely to take a lot of time and this will result in a serious problem. Management of resources allocated to a mission is very inefficient when too many heads are involved. This result in wastage of resources used by many groups that might pick some which are not important for what they are doing.
