Tall hierarchical structures are always expensive to mange. Therefore Marshall (1998, p. 3) suggest that organizations should focus on maintaining shorter effective hierarchies. Tall hierarchies reduce motivation of junior managers by giving the seniors more attention thus reducing production. Parkinson’s Law works best when to comes to designing management level since it considers costs or saving that could be made from shorter hierarchy units (Garston, 1993, p.117). Tall and decentralize tams make decision making difficult because many divergent views may be involved. This slows down recognition and reaction to a problem since disagreements are ever present. Shorter hierarchies are recommended especially for modern organizations that have to minimize expenditures (119).
This hypothesis can be backed further by a recent incident where the CEO of Du Pont, a leading American chemical company attributed slowing earnings and sales to high number of top managers of the company(Carter, 2007). Effective hierarchies also provide a very clear command chain the conducts power to juniors in the most effective way. Fewer conflicts are also experienced.
